Rooted in Downtown. Built for Madison’s Future.
Since 1999, the Madison Central Business Improvement District (BID) has been strengthening the economic vitality, cultural vibrancy, and sense of place that define Madison’s downtown.
Formed through a public-private effort, the BID was created as a special assessment district funded by commercial property owners. Its purpose: to steward Madison’s core commercial and cultural corridors—State Street, Capitol Square, King Street, and beyond. More than 25 years later, our work is more vital than ever.

With over 370 storefronts, restaurants, venues, and service providers in our district, along with 250 properties, the BID stands at the intersection of local commerce, cultural identity, and community connection. We are a collaborative engine, a steward of public space, and a trusted convener working to ensure downtown remains accessible, inclusive, and full of opportunity for all.
Our Story
The BID was created as part of a vision to make downtown Madison the city’s commercial, cultural, and civic heart. Since its inception, our work has been guided by a board of property owners, business leaders, institutional partners, and civic stakeholders. Over the years, the BID has been repeatedly renewed by vote of property owners, a testament to its value and trust.
In 2024, the BID was recertified through 2029 and has embarked on its most ambitious chapter yet—supporting long-range planning, expanding its public safety role, and engaging in strategic visioning planning in partnership with our partners.
Our Mission
The BID’s mission is to increase the vitality and health of the district and promote business within it. We do this by supporting small business resilience, activating public space, producing dynamic cultural programming, championing safety and placemaking, and serving as a strategic voice for downtown development.
As downtown evolves in a hybrid, post-pandemic world—with new work patterns, rising public safety needs, and shifting commercial trends—the BID is doubling down on what makes downtown Madison special: its soul, its stories, and its shared spaces.

Public Engagement & Hospitality
Ambassadors, visitor information booths, eGift cards, maps, and outreach campaigns that welcome and orient all who live, work, or visit here.
Events & Cultural Programming
Dozens of annual community events, from Madison Night Market to Shine On Madison, showcasing our district’s diversity and creative energy.
Small Business Support & Advocacy
Trainings, storefront advocacy, capital project representation, and economic data reporting to equip and elevate our local economy.
Safety & Public Realm Stewardship
Leading efforts like SafeGrowth and exploring an expanded Downtown Ambassador Outreach Team to ensure everyone feels safe and seen.
